Standing at the crossroads of the new development stage of the 14th Five-Year Plan, what is the industry's next goal? How to pursue high-quality development? Recently, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the Guiding Opinions on the High-quality Development of the Chemical Fiber Industry (hereinafter referred to as the Guiding Opinions), which gives a clear answer and direction to the above questions.

In the recently held China chemical fiber Technology Conference (Taihe New Materials 2022) and "the guidance of high quality development of chemical fiber industry" publicity meeting, the experts attended the "guidance" for interpretation. Since the "13th Five-Year Plan", the production of chemical fiber has continued to increase. In 2021, the production of chemical fiber in China reached 65.24 million tons, accounting for more than 70% of the world. The achievements of scientific and technological innovation are obvious. Four key core technological achievements of the industry have won the National Science and Technology Award. The industrial structure has been continuously optimized, and the industry concentration has been further improved. The total production capacity of the top 10 enterprises in the industry accounts for more than 60% of the total scale. Green and low-carbon development has been actively promoted. 31 enterprises have been evaluated as green factories by the Ministry of Industry and Information Technology, 52 products have been approved as green design products by the Ministry of Industry and Information Technology, and 39 products have passed the green fiber and product certification.

During the 13th Five-Year Plan period, the development of the chemical fiber industry has laid a solid foundation for the construction of a strong chemical fiber country. Cao Xuejun said that in accordance with the current situation, the chemical fiber industry "fourteen five" high quality development has three constraints: one is the industrial chain supply chain security stability ability needs to be further improved; Second, the digital ability of industrial chain knowledge needs to be further improved; Third, green sustainable development capacity needs to be further improved. The Guideline clearly points out that the chemical fiber industry is the core support for the stable development and continuous innovation of the textile industry chain, an international competitive advantage industry, and an important part of the new material industry. For the development direction of the industry, the guidance put forward that the chemical fiber industry should build a high-end, intelligent and green modern industrial system, and comprehensively build a chemical fiber power. Duan Xiaoping, vice president of China National Textile Industry Council, said that the "guidance" is the relevant ministries and commissions of the country since the "11th Five-Year plan", four consecutive times in the form of national industrial policies to promote the development of the chemical fiber industry planning or guidance, highlighting the great importance of the chemical fiber industry. The introduction of the guidance is based on a new starting point, the most powerful mobilization to the whole industry, fully embodies the determination and confidence of the national vigorously promote the development of high quality chemical fiber industry, will surely have a profound impact on the development of our chemical fiber industry. New target and new task during the 13th Five-Year Plan period, our country's chemical fiber industry has made a great breakthrough in technology, production capacity and products. On this basis, the guideline sets out a series of new goals for high-quality development: By 2025, the chemical fiber enterprises above designated size industrial production grew by an average of 5% a year, industry research and development funds investment intensity reached 2%, the enterprise operation and management of digital penetration rate was 80%, and the numerical control rate was 80%, and the key process of green fiber proportion increased to 25% above, biological chemical fiber and biodegradable fiber material production grew by an average of more than 20%, To form a group of leading enterprises with strong competitiveness, build a high-end, intelligent and green modern industrial system, and comprehensively build a strong country in chemical fiber.

Around the development goals, the guideline puts forward five key tasks from the aspects of industrial chain innovation, high-end development, digital intelligent transformation, green and low-carbon transformation, and the implementation of the "three products" strategy. In addition, the guidelines also put forward five policy measures to provide important guarantees for the high-quality development of the industry. Cao Xuejun said that the guidelines highlight the following aspects of the characteristics: first, adhere to the core position of scientific and technological innovation in industrial development; Second, highlight industrial chain synergy and industrial chain safety and reliability; Third, emphasizing the deepening and popularization of digital and green technology; Fourth, enhance the ability of chemical fiber industry to serve downstream industries and enterprises.

Cao Xuejun pointed out that the Ministry of Industry and Information Technology attaches great importance to the development of the chemical fiber industry, and hopes to form joint efforts with relevant departments, industry associations, enterprises and local governments to truly make the industry form a more innovative, more added value, more sustainable industrial chain and supply chain, and realize the comprehensive construction of a strong chemical fiber country.
